As part of the implementation of End-to-End Computerisation of Public Distribution System in Kerala based on AADHAR Biometric Validation, the Department has prepared the Techno-financial Detailed Project Report for the End-to-End Computerisation with detailed costs and time lines after consulting with the NIC. The Detailed Project Report (Volume I & Volume II) has been submitted before the Government as a broad outline of the manner of implementation of the End-to-End Computerisation. The DPR is incorporated with various components such as the use of Spatial data infrastructure, proper online management of the entire digital system, requirement of contractual staff as Project Implementation Unit, O & M arrangements, cost projections, date and time lines and requirement of funds, proposed methodology for the procurements and finalisation of technologies, customisation of software, development of standards, training and other broader areas such as the door to door delivery of food grain which is a precondition for the success of the end to end computerisation, the revision of margins and commissions to the Authorised Wholesale Dealers and the Authorised Retail Dealers and the development of intermediary storage capacity on a parallel basis for the approaching proposed National Food Security Bill.
The DPR was approved in the State Project e-Mission Team meeting chaired by Secretary, Food and Civil Supplies and by the 2nd Apex Committee chaired by the Chief Secretary, Government of Kerala. The same was approved in the cabinet meeting and State Government has issued an in principle approval on May 2014 vide G.O. (MS) No. 18/2013 dated 31st May 2014.
